Learned a lesson, this guy "Stacy Williams" is a scammer - a heads up for others who might sell to him or buy from him.

UPDATE He has now also threatened me via text from his (above) burner number: "I suggest you take your nonsense post down. Especially if you want me to correctly handle the resale of your car....by properly filling out the vtr346 form with the buyers info off his DL and also forwarding it to you. Your plates and registration are still on the car and you don't want future tickets n toll tag bills in the mail racking up."
