I'll give you two bill of sales, one from me to you and one I got in January from nonpapered owner who sold to me.
(went to dmv with vin and it's good for lien) (it does not have a title which were the words dmv used) In Wa state you make appointment to get car inspected at highway patrol which is how you would get it registered so you can tag n drive it, then later in time you get the title.
*Will have temp permit to operate vehicle
*it runs and drives
*it runs a little rough, has check engine lite that read bad egr valve which you can clean and code go away for while, I know cuz had same code when I got car and I had someone clean it and code went away for a month and more.
*no ac, no antenna, no windshield wiper sprayers, no radiator fans so not good for idling or driving in heavy traffic and has 2 broken motor mounts.
* Not always start first time but always the second if not the first
Car has 200k miles, is automatic, has Oregon Plates that expired in May. Good tires, good brakes, good transmission, excellent windshield no cracks or chips. Comes with key and keyless entry remote. All lights and brakes, blinkers work, horn works, cluster and all their gauges work just fine.
Never broke down. I had the spark plugs changed because I was told it would fix the not start on first crank but used cheap kind and it did not fix.
